Situation at a glance

On 21 August, Russia said it was ready to consider new ideas for Ukraine that matched Putin’s goals. On 22 August, Putin said he was open to dialogue while rejecting some proposals he called “exotic,” rather than dismissing all Ukrainian proposals as unacceptable. On 23 August, Zelensky proposed a US-backed plan including a ceasefire, troop pullback and free-trade zone. On 28 August, the United States shared Moscow-meeting information with Ukraine, while later events described contacts involving Vladimir Putin, Steve Witkoff and Jared Kushner and planned discussions between Zelenskyy and Trump representatives. On 5 September, Putin announced a reported three-day truce for Kyiv; reports said Russian strikes resumed on 8 September as the pause ended, during the US envoys’ visits. On 12 September, Sergey Lavrov rejected a ceasefire during peace talks with Ukraine; on 14 September Donald Trump announced an energy truce, and on 15 September an Event described Russia and Ukraine agreeing to halt attacks on energy facilities. On 16 September, Russia rejected Ukraine’s proposal to halt strikes on energy infrastructure, while Russian strikes on 18 September killed two and injured two in Ukraine’s Zhytomyr region. On 23 September Zelensky said he was ready to meet Putin in trilateral talks; on 24 September he rejected Putin’s proposal to hold talks in Russia, and the United States proposed de-escalation steps. On 25 September a Russian drone strike killed a DTEK power engineer and injured three in Odesa; October headlines add the distinct accounts “Moscow says Trump failed to force…

Assessment

The dated positions establish competing proposals and statements, not a jointly accepted or implemented ceasefire: the 15 September account of an agreement is followed by Russia’s 16 September rejection of Ukraine’s energy-infrastructure proposal. Zelensky’s readiness for trilateral talks does not establish Putin’s agreement, and Zelensky’s rejection of talks in Russia records a separate position. Reports also describe a three-day pause in Kyiv during the U.S. envoys’ visits, followed by strikes resuming on 8 September as the pause ended; that reported sequence does not establish that diplomacy caused the pause or its end. The later September attacks establish continued violence alongside diplomacy, but their dates do not establish that they caused, violated or ended the separate energy proposal. The October headlines report attributed positions about Trump’s efforts and the UN’s role; they do not establish that the September energy proposal became an agreed settlement. The Starshield headline reports a service problem without establishing its cause. Compared with the prior explanation’s emphasis on selected September events and October headlines, this account also includes the August diplomatic positions and contacts that place those later claims in a wider sequence.

A retained time step

This edition freezes the complete served membership and analysis available through its UTC cutoff. Later repairs or identity changes do not rewrite what this edition showed.

Stories, Events, and cast

Stories are reporting clusters. Events are coded occurrences within that reporting. The cast contains 2,752 canonical people and organizations linked to the retained evidence.

Typed connections

Story-to-Event edges identify supporting reporting. Entity-to-Event edges identify recorded actor or target participation. Mentions and analytical roles stay visibly distinct from recorded participation.

Core, precursor, and continuation labels organize the reading. They do not by themselves establish causation. Collapsed graph groups and paginated evidence change presentation only; counts use the complete retained edition.
