Spain activates EU “escape clause” to raise defense spending

On 2026-04-28, the Government of Spain announced in Madrid that it had activated the EU escape clause to allow additional defense spending over the next four years. Economy Minister Carlos Cuerpo said the measure would let Spain exceed its adjustment path without triggering an excessive deficit procedure, so long as the excess is tied to security and defense spending.
