Colorado bans pet store sales of dogs and cats amid puppy mill debate

On 2026-04-30, Colorado Gov. Jared Polis signed legislation in Denver banning pet stores from selling, leasing, bartering, auctioning or otherwise transferring ownership of dogs and cats. The law, House Bill 26-1011, takes effect Jan. 1 and is intended to curb the puppy mill pipeline.
