Wyoming takes additional authority over rare earth mineral permitting

On 2026-04-27, Wyoming finalized and signed an agreement with the U.S. Nuclear Regulatory Commission that expands the state Department of Environmental Quality’s regulatory authority over uranium and thorium generated through rare earth element mining. Gov. Mark Gordon signed the agreement in Cheyenne, formalizing the state-federal transfer of permitting authority.
