Experts say Ukraine President and Rada lack authority to cede territories

On 2026-04-09, Ivan Stupak, an expert at the Ukrainian Institute for the Future and consultant to the Verkhovna Rada Committee on National Security, Defense, and Intelligence, said at a press conference in Kyiv that Ukraine's president and authorities lack legal authority to cede Ukrainian territory. He said only Ukrainian citizens could decide on annexation through a referendum.
