US urges allies to speed shift to “NATO 3.0” at Ukraine Defense Contact Group

On 2026-04-17, U.S. Under Secretary of Defense for Policy Elbridge Colby urged European allies at the Ukraine Defense Contact Group to accelerate taking primary responsibility for conventional defense in Europe. He said Europe must move faster toward a “NATO 3.0” transition and increase defense spending and industrial capacity.
