Federal Employees Health Benefits Program

The Federal Employees Health Benefits (FEHB) Program is a system of "managed competition" through which employee health benefits are provided to civilian government employees and annuitants of the United States government. The government contributes 63% of the weighted average premium of all plans as of 2025 for single, not to exceed 75%. For spouse plus one, the maximum contribution is $650, often less. For example, BCBC standard biweekly premium is $1,034.14 biweekly, while the government contributes $650, for a 62.86% contribution rate.
